Neighbourhood Planning - a brief overview

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. It

provides a powerful set of tools for local people to ensure that they get the right types of development for their community.

The development of a neighbourhood Plan is led by authorised local community organisations (parish or town councils or neighbourhood forums) rather than the local council’s planning department. This means that community representatives write the plan themselves (or ask others to write the plan, but under their control).

Community groups or parish/town councils preparing plans, have the opportunity

to engage properly with the wider community right from the beginning of the plan preparation process to make sure it genuinely represents the range of wants and needs in the local area.

 

Holymoorside and Walton Parish Neighbourhood Plan - the planning process

The neighbourhood planning process for the Holymoorside and Walton parish started  in spring 2014 when the parish council made the decision  view the formal notice of application here to prepare a neighbourhood plan and, through the June 2014 parish newsletter asked for volunteers from the parish to join a steering group.The first meeting of the steering group, which included members of the parish council, volunteer residents and planning consultants yourLocale, took place on the 2nd November 2014. Regular steering group meetings followed and a draft plan was produced. Residents of the parish were invited to view the draft plan, and give their feedback and views on the emerging policies.

 

Additional planning requirements

Organisations preparing Neighbourhood Plans are required, under EU Regulations to ensure a high level of protection for the environment and to integrate environmental considerations into the preparation of Neighbourhood Plans.

To comply with this regulation, the parish council commissioned a Strategic Environmental Assessment Screening and Habitats Assessment Screening Report which can be viewed above.

 

Where we are now

A referendum is being held on Thursday 23rd November at Holymoorside Village Hall between 7.00am and 10.00pm

The referendum is being held to answer the question;

“Do you want North East Derbyshire District Council to use the Neighbourhood Plan for Holymoorside and Walton to help it decide planning applications in the neighbourhood area?”
